Preheat your grill or stovetop skillet over medium-high heat.
In a large bowl, combine the ground beef, garlic powder, onion powder, Italian seasoning, salt, and pepper. Mix until just combined, being careful not to overwork the meat.
Divide the mixture into four equal portions and shape them into burger patties. Make a slight indentation in the center of each patty to prevent them from puffing up while cooking.
Grill or cook the patties for about 4-5 minutes on each side, or until they reach an internal temperature of 160°F.
During the last minute of cooking, spoon marinara sauce over each patty and top with mozzarella cheese and pepperoni. Cover the grill or skillet to melt the cheese.
Toast the hamburger buns on the grill or in a toaster until golden brown.
Assemble the burgers by placing each patty on a bun and garnishing with fresh basil if desired. Serve immediately.
