- In a large skillet over medium heat, add the ground beef and cook for about 5 minutes, breaking it up with a wooden spoon as it browns.
- Stir in the soy sauce and diced bell pepper, cooking for an additional 2–3 minutes.
- Remove the skillet from heat and gently fold in the fresh Thai basil leaves.
- Fill a shallow dish with warm water and dip a rice paper wrapper for about 10–15 seconds.
- Position the softened rice paper on your work surface. Spoon a generous amount of the beef filling near the bottom edge of the wrapper.
- In the same skillet, heat a tablespoon of oil over medium-high heat. Once shimmering, place the seam-side down rolls in the pan.
- Allow the Thai Basil Beef Rolls to cool for about a minute on a paper towel. Serve warm.
