Step-by-Step Instructions
  1. Preheat your oven to 350°F (175°C) and line two baking sheets with parchment paper.

  3. Whisk together flour, cocoa powder, cornstarch, baking soda, and salt; combine with the wet ingredients.
  4. Scoop dough onto baking sheets, spacing 2 inches apart; flatten each ball slightly.
  5. Bake for 8-9 minutes until edges set and centers are soft; cool on the baking sheets.
  6. For the filling, beat butter, cocoa powder, and powdered sugar until fluffy; add water and vanilla, mixing until smooth.
  7. Spread filling on the flat side of one cookie and sandwich with another cookie.
  8. Chill assembled cookies in the fridge for about 30 minutes before serving.
