Preheat your oven to 350°F (175°C).
In a medium mixing bowl, combine the softened cream cheese, 1/2 cup of mozzarella cheese, Italian seasoning, garlic powder, and red pepper flakes. Mix until well combined and smooth.
Spread the cream cheese mixture evenly in the bottom of a baking dish.
Pour the marinara sauce over the cream cheese layer, then sprinkle the remaining mozzarella cheese and Parmesan cheese on top.
Scatter the sliced pepperoni evenly over the cheese layer.
Bake in the preheated oven for 20-25 minutes, or until the cheese is bubbly and golden brown.
Remove from the oven and let it cool for a few minutes. Garnish with fresh basil leaves if desired.
Serve warm with tortilla chips or sliced baguette for dipping.
