Preheat your oven to 400°F (200°C) and line a baking sheet with parchment paper.
In a large bowl, whisk together the flour, baking powder, garlic powder, Italian seasoning, and salt until well combined.
Pour in the milk and melted butter, stirring until a soft dough forms. If the dough is too sticky, add a little more flour until manageable.
On a lightly floured surface, knead the dough for about 1 minute until smooth. Roll the dough into a log and cut it into 12 equal pieces.
Flatten each piece of dough into a small circle. Place a few pieces of chopped pepperoni and a tablespoon of shredded mozzarella cheese in the center of each circle.
Fold the edges of the dough over the filling, pinching to seal tightly. Roll each filled dough ball into a smooth ball and place it on the prepared baking sheet.
Brush the tops of the dough balls with olive oil and sprinkle with dried parsley for added flavor.
Bake in the preheated oven for 15-18 minutes, or until golden brown and cooked through.
Serve warm with marinara sauce on the side for dipping.
